doing things in a different way, welcoming new skills and competences...
needs an honest approach...need courage to re-vision and re-energise
need to sell to the commissioners and staff and customers
problem in getting buy-in for the "slightly different" approach...
needs to be in part bottom-up...
energy...from without and within (other agencies, vol sector)
approached as a new/real opportunity...
