This is a very useful document. It might be good to read about some of the practicalities involved e.g. who does the commissioning plan go to?, how long does it take to get feedback?, issues around tendering/ getting quotes etc.

Could there be a couple of case studies included as an appendix? Is there some scope for a training session?
